New FASTag Local Pass From November 1: Fees and Eligibility

Commuters living near National Highway toll plazas will soon get a cheaper annual toll payment option. From November 1, 2026, eligible non-commercial vehicle owners residing within 20 km of a toll plaza can opt for a new Concessional Local Pass priced at ₹1,500 or ₹3,000 per year.

The fixed fee depends on whether the toll plaza is outside or within municipal or local town limits. The pass is valid only at the selected toll plaza, and applicants must have a valid, functional FASTag registered for non-commercial use.

Quick Highlights

  • Eligibility: Non-commercial vehicle owners living within 20 km of an eligible toll plaza.
  • Annual Fee: ₹1,500 outside municipal limits and ₹3,000 within them.

What Is the New FASTag Concessional Local Pass?

The Ministry of Road Transport and Highways has introduced a fixed annual toll pass for eligible residents who regularly cross a National Highway fee plaza near their homes. It allows them to choose an annual payment instead of renewing the existing monthly local pass.

The scheme has been notified under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, through notification G.S.R. 917(E), dated October 26, 2026. It comes into effect on November 1.

Unlike the FASTag Annual Pass, which covers eligible toll plazas across National Highways and National Expressways subject to its conditions, this new concession is restricted to one specific toll plaza.

How Much Does the New FASTag Local Pass Cost?

The annual fee is determined by the location of the toll plaza, not simply by where the vehicle owner lives.

Toll Plaza LocationAnnual Pass Fee
Outside municipal or local town limits₹1,500
Within municipal or local town limits₹3,000

Eligible residents can choose between the existing monthly local pass and the new annual option. The government may revise these rates every year, with any changes taking effect from April 1.

Is the Annual Pass Cheaper Than a Monthly Pass?

The savings depend on the monthly pass rate at your particular toll plaza. For example, if your existing monthly pass costs ₹360, twelve renewals would total ₹4,320 in a year.

Against that amount, an annual local pass costing ₹1,500 or ₹3,000 could offer substantial savings. However, compare the actual monthly charge and confirm eligibility before choosing the annual option.

Who Can Apply for the FASTag Local Pass?

The scheme is meant for vehicle owners who meet all the following conditions:

  • Residential Distance: The owner must reside within 20 km of the selected National Highway fee plaza.
  • Vehicle Category: The vehicle must be registered for non-commercial use.
  • FASTag Status: The vehicle must have a valid and functional FASTag.
  • Plaza Eligibility: The selected toll plaza must fall under the scheme and must not be covered by the specified exclusions.

Meeting the 20 km distance condition alone does not guarantee eligibility. The availability of a service road or alternative road, as well as the toll collection system used at that location, can affect whether the concession is offered.

Which Toll Plazas Are Excluded?

The government has specified two important exclusions. The Concessional Local Pass will not be issued for:

  1. Closed User-Fee Collection Systems: National Highways and expressways where toll charges are collected under a closed user-fee system.
  2. Locations With Alternative Roads: Toll plazas where a service road or alternative road is available for commuters to use.

The pass is also restricted to the specific plaza for which it is issued. It cannot be transferred to another toll plaza, even if the vehicle owner lives within 20 km of both locations.

Documents Required and How to Apply

The new amendment specifies the eligibility conditions but does not publish a separate, exhaustive list of documents applicants must submit. Therefore, vehicle owners should confirm the verification requirements with their selected toll plaza rather than assume that every commonly used FASTag document is mandatory.

Keep your vehicle registration details, address information and FASTag details available. These can help with eligibility checks and vehicle verification.

How to Get the Pass From November 1

The annual local pass will initially be available at eligible toll plazas from November 1, 2026. Residents should contact or visit their selected plaza to confirm the application and verification procedure.

Online Application From December 1

The facility is scheduled to become available through the Rajmargyatra app from December 1, 2026. Applicants will be able to use the official platform to check the available services and apply once the annual pass option is activated.

NHAI already uses digital verification for its existing Local Pass service, including consent-based access to information through DigiLocker and VAHAN, along with geographical checks of the registered address. However, applicants should confirm the precise process applicable to the new annual pass when it becomes available online.

FASTag Annual Pass vs Concessional Local Pass

These two passes serve different purposes and should not be confused.

Main BenefitWider highway travel coverageLower cost for regular local crossings

The FASTag Annual Pass is more suitable for people who frequently travel across different National Highways and National Expressways. The new Concessional Local Pass targets residents who repeatedly use one nearby toll plaza.

What Should You Check Before Buying?

Before paying for the annual pass, confirm that your vehicle and residential address meet the eligibility conditions. Also check whether your regular toll plaza participates in the scheme and whether a service road or alternative route makes the location ineligible.

Most importantly, compare the annual fee with your current monthly local pass expenditure. The new option could reduce yearly toll costs considerably for frequent commuters, but it is not a nationwide toll-free pass.
